Electricity is generated by thermal, hydroelectric, and solar power plants, as well as by wind turbines. The generated electricity is delivered through power lines to substations that feed organizations, factories, and transport. All substations are managed by a dispatch control center. Smart meters send readings directly to the energy company.

Hackers could cause a blackout in State S by stopping a steam turbine and wind generators, hacking the meters, or shutting down all substations.
